The TL 9000 incorporates all the requirements of this standard as well as adds additional requirement or “adders” to each section. It defines quality system requirements for the design, development, production, delivery, installation and maintenance of the telecom products and services. The TL 9000 requirements allow a company to track its performance and implement necessary improvements. The Quest Forum who developed and released a prescribed set of standards created the TL 9000 Quality Management System. The TL 9000 allows a company to review measurements against a set product category and in so doing compare themselves against other TL 9000 certified companies for benchmarking. The Quest Forum uses the University of Texas at Dallas (UTD) to gather data and develop statistics for each of the product classes. The statistics identify the mean, deviation and best in industry.
